IV.Penalty not to exceed 20s.
Provided That the said Fine or Penalty on any person for not conforming as aforesaid exceed not the su[m]m of Twenty shillings for one offence the full moyety or one halfe of the said Fines and Penalties to goe to the use of the said Corporation and the other halfe or moyety to the use of the Poor of the Parish where such person so offending may be dwelling and inhabiting
