Provided alsoe That it shall and may bee lawful to and for any [X1of] the people of England Ireland Wales Islands of Guernsey or Jersey or Towne of Berwicke upon Tweede in Vessels or Ships to them belonging, and wherof the Master and three Fourths of the Mariners at least are English to load and bring in from any of the Ports of Spaine or Portugall, or Westerne Islands commonly called Azores or Madera or Canary Islands all sorts of Goods or Commodityes of the Growth Production or Manufacture of the Plantations or Dominions of either of them respectively.
