The Welsh Ministers in exercise of the powers in sections 132(1), 145 and 210(7) of the Education Act 2002(1) having consulted the Education Workforce Council as required by section 132(4) of that Act, and the powers in sections 2(2) and 47(1) of, and by paragraph 12(1)(b) of Schedule 1 to, the Education (Wales) Act 2014(2), make the following Regulations:
