Mae Gweinidogion Cymru, drwy arfer y pwerau a roddir iddynt gan adran 88(3)(c) o Ddeddf yr Amgylchedd (Cymru) 2016(1), yn gwneud y Gorchymyn a ganlyn.
Enwi a dehongli
1.—(1) Enw’r Gorchymyn hwn yw Gorchymyn Deddf yr Amgylchedd (Cymru) 2016 (Cychwyn Rhif 1) 2017.
(2) Yn y Gorchymyn hwn ystyr “y Ddeddf” (“the Act”) yw Deddf yr Amgylchedd (Cymru) 2016.
Y darpariaethau sy’n dod i rym ar 24 Chwefror 2017
2. Y diwrnod penodedig i’r darpariaethau a ganlyn o’r Ddeddf ddod i rym yw 24 Chwefror 2017—
(a)adran 77 (ffioedd am fonitro, amrywio etc. drwyddedau morol) i’r graddau sy’n angenrheidiol at ddiben gwneud rheoliadau;
(b)adran 78 (darpariaeth bellach ynghylch talu ffioedd) i’r graddau sy’n angenrheidiol at ddiben gwneud rheoliadau; a
(c)adran 79 (apelio yn erbyn amrywio etc. drwydded forol am beidio â thalu ffi neu flaendal) i’r graddau sy’n angenrheidiol at ddiben gwneud rheoliadau.

Y Gorchymyn hwn yw’r gorchymyn cychwyn cyntaf a wneir gan Weinidogion Cymru o dan Ddeddf yr Amgylchedd (Cymru) 2016 (“y Ddeddf”).
Mae’r Gorchymyn hwn yn dwyn i rym y darpariaethau a ganlyn o’r Ddeddf ar 24 Chwefror 2017—
(a)adran 77 (ffioedd am fonitro, amrywio etc. drwyddedau morol) i’r graddau sy’n angenrheidiol at ddiben gwneud rheoliadau;
