78.  In section 49(1), in the appropriate place insert—

““the appropriate forestry authority” has the meaning given by section 1(1A);

“the appropriate legislative authority” means—

(a)

the Commissioners, in relation to England and Scotland;

(b)

the Welsh Ministers, in relation to Wales;”.
