These Regulations are made in exercise of the powers conferred by sections 39 and 58 of the Public Audit (Wales) Act 20041.

As required by section 39(2) of that Act, the Welsh Ministers consulted the Auditor General for Wales, such associations of local authorities as appeared to them to be concerned and such bodies of accountants as appeared to them to be appropriate.
