Classes of person who must be included in a scheme

19.  The classes of persons described in regulations 20 to 23 are classes of person prescribed for the purposes of paragraph 3(1)(a) of Schedule 1B of the 1992 Act(1) and who must be included in and entitled to a reduction under an authority’s scheme.
