Aelodaeth y pwyllgor

5.—(1) Dyma aelodau'r pwyllgor—

(a)cadeirydd;

(b)prif swyddogion neu eu cynrychiolwyr enwebedig; a

(c)y person sydd wedi ei ddynodi'n swyddog atebol am gydwasanaethau.

(2) At ddibenion rheoliad 5(1)(c), y person sydd wedi ei ddynodi'n swyddog atebol am gydwasanaethau yw'r person sydd wedi ei ddynodi'n swyddog atebol am gydwasanaethau gan y person sydd wedi ei ddynodi'n swyddog cyfrifyddu ychwanegol, ac sy'n gyfrifol am y GIG yng Nghymru, yn unol ag adran 133(2) o Ddeddf Llywodraeth Cymru 2006(1).

(3) Pan fo prif swyddog yn bwriadu enwebu cynrychiolydd at ddibenion rheoliad 5(1)(b), rhaid i'r enwebiad fod yn ysgrifenedig ac wedi ei gyfeirio at gadeirydd y pwyllgor a rhaid iddo bennu p'un a yw'r enwebiad am gyfnod penodol o amser ai peidio.

2006 p.32. Yn unol ag adran 129(6) o Ddeddf Llywodraeth Cymru 2006, Ysgrifennydd Parhaol Llywodraeth Cymru yw'r prif swyddog cyfrifyddu dros Weinidogion Cymru. Yn unol ag adran 133(2) o Ddeddf Llywodraeth Cymru 2006, caiff yr Ysgrifennydd Parhaol ddynodi aelodau eraill o staff Llywodraeth Cymru yn swyddogion cyfrifyddu ychwanegol. Mae Cyfarwyddwr Cyffredinol Iechyd a Gwasanaethau Cymdeithasol wedi ei ddynodi'n swyddog cyfrifyddu ychwanegol sy'n gyfrifol am y cyllidebau y mae ganddo gyfrifoldeb gweinyddol amdanynt. Caiff swyddogion cyfrifyddu ychwanegol benodi swyddogion atebol mewn cyrff cyhoeddus penodol, sy'n cynnwys Ymddiriedolaethau GIG. Nodir cyfrifoldebau swyddogion atebol mewn Memorandwm i Swyddogion Atebol.
