Mae Gweinidogion Cymru yn gwneud y gorchymyn a ganlyn drwy arfer y pŵer a roddwyd gan adran 26(2) o Ddeddf yr Iaith Gymraeg 1993(1) ac sy'n arferadwy bellach ganddynt hwy(2).

Cafwyd cyfarwyddyd yng Ngorchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672), erthygl 2(b), Atodlen 1, fod y pŵer yn adran 26(2) o Ddeddf yr Iaith Gymraeg 1993 i'w arfer, o ran Cymru, gan Gynulliad Cenedlaethol Cymru a gyfansoddwyd gan Ddeddf Llywodraeth Cymru 1998 (p. 38) yn gydredol ag unrhyw un o Weinidogion y Goron yr oedd y pŵer yn arferadwy ganddo. Trosglwyddwyd y pŵer oddi wrth y Cynulliad hwnnw i Weinidogion Cymru yn rhinwedd adran 162 o Deddf Llywodraeth Cymru 2006 (p.32) a pharagraff 30(1) o Atodlen 11 iddi.
