These Regulations impose a speed limit of 50 miles per hour on a specified length of the M4 Motorway in the County of Monmouthshire.
The power to make regulations under section 17(2) and (3) of the Road Traffic Regulation Act 1984 (except with respect to special roads generally) lies with the Welsh Ministers so far as they are exercisable in relation to Wales. The Regulations revoke the existing 50 miles per hour speed limit imposed by the M4 Motorway (Rogiet Toll Plaza, Monmouthshire) (50 mph Speed Limit) Regulations 2005, which relate to part of the length of motorway governed by these Regulations.
The 50 miles per hour speed limit is considered an essential safety precaution to enable traffic to slow down on the approaches to the Second Severn Crossing Toll Plaza and to merge safely from the toll booths at the Plaza.
A full regulatory impact assessment has not been produced for this instrument as it is made for highway safety reasons and it has no impact on the costs of business.
