The Welsh Ministers make the following Regulations in exercise of the powers conferred by sections 92 and 219(2)(d) to (f) of the Water Resources Act 1991(1).

1991 c. 57. By virtue of: (1) Article 2 of, and Schedule 2 to, the National Assembly for Wales (Transfer of Functions) Order 1999, S.I. 1999/672 and (2) Section 162 of, and Schedule 11 to, the Government of Wales Act 2006 c. 32; functions under sections 92 and 219 now vest in Welsh Ministers.
