Cworwm
12.—(1) Hyd nes y digwydd y penderfyniad cyntaf ar nifer yr aelodau o dan baragraff 3, mae cworwm yng nghyfarfodydd y Gorfforaeth os oes wyth aelod yn bresennol.
(2) Mae cworwm yng nghyfarfodydd dilynol y Gorfforaeth os yw nifer yr aelodau sy'n bresennol yn o leiaf 40% o gyfanrif cyfanswm yr aelodau a bennir yn unol â pharagraff 3(1) ac unrhyw Aelodau a Benodwyd gan Weinidogion Cymru.
(3) Os nad yw nifer yr aelodau sy'n bresennol ar gyfer cyfarfod o'r Gorfforaeth yn gwneud cworwm, rhaid peidio â chynnal y cyfarfod. Os bydd nifer yr aelodau yn ystod un o gyfarfodydd y Gorfforaeth yn peidio â ffurfio cworwm, rhaid terfynu'r cyfarfod ar unwaith.
(4) Mewn amgylchiadau lle na ellir cynnal cyfarfod o'r Gorfforaeth neu, yn ôl y digwydd, barhau ag ef, am nad oes cworwm, caiff y Cadeirydd gynnull cyfarfod arbennig cyn gynted ag y bo'n rhesymol ymarferol.
