15. Caniateir i unrhyw ddyletswydd yn y Rhan hon sydd ar weithredwr gweithgaredd gael ei chyflawni gan yr awdurdod gorfodi yn lle'r gweithredwr—
(a)mewn argyfwng;
(b)os nad oes modd darganfod pwy yw'r gweithredwr; neu
(c)os yw'r gweithredwr yn methu â chydymffurfio â hysbysiad.
