Un o'r gofynion ynghylch y telerau y penodir person i swydd, neu fod person yn dal swydd, yn unol ag adran 9 o Ddeddf Llywodraeth Leol a Thai 1989 (cynorthwywyr i grwpiau gwleidyddol) yw bod cyfradd y tâl blynyddol ar gyfer y swydd yn llai na £13,500 neu'n swm uwch yn ôl yr hyn a bennir drwy Orchymyn a wneir gan Weinidogion Cymru.
Mae'r Gorchymyn hwn, sy'n gymwys i awdurdodau lleol yng Nghymru yn darparu mai'r gyfradd dâl flynyddol fydd y mwyafswm a bennir o bryd i'w gilydd gan y Cyd-gyngor Cenedlaethol ar gyfer Gwasanaethau Llywodraeth Leol fel yr un sy'n gymwys i bwynt 44 ar y golofn gyflog ar eu graddfeydd cyflog ar gyfer swyddogion llywodraeth leol.
O ran awdurdodau lleol yng Nghymru, dirymir Gorchymyn Llywodraeth Leol (Cynorthwywyr i Grwpiau Gwleidyddol) (Tâl) 1995.
