Rhwystro etc. swyddogion
19.—(1) Bydd unrhyw berson sydd—
(a)yn fwriadol yn rhwystro unrhyw berson sy'n gweithredu rheoliad 14, 15 neu 18; neu
(b)yn methu, heb achos rhesymol, â rhoi i unrhyw berson sy'n gweithredu rheoliad 14, 15 neu 18 unrhyw gymorth neu wybodaeth y gall y person hwnnw ofyn yn rhesymol amdanynt er mwyn cyflawni ei swyddogaethau o dan y rheoliadau hynny,
yn euog o dramgwydd.
(2) Bydd unrhyw berson sydd, gan honni ei fod yn cydymffurfio ag unrhyw ofyniad a grybwyllwyd ym mharagraff (1)(b)—
(a)yn rhoi gwybodaeth y mae'r person hwnnw'n gwybod ei bod yn ffug neu'n gamarweiniol mewn manylyn o bwys; neu
(b)yn ddi-hid yn darparu gwybodaeth sy'n ffug neu'n gamarweiniol mewn manylyn o bwys, yn euog o dramgwydd.
(3) Rhaid peidio â dehongli dim ym mharagraff (1)(b) fel pe bai'n ei gwneud yn ofynnol i unrhyw berson ateb unrhyw gwestiwn neu roi unrhyw wybodaeth os byddai gwneud hynny yn gallu ei argyhuddo.
