Mae'r Gorchymyn hwn wedi ei wneud yn unol ag adran 58(2) o Ddeddf Llywodraeth Leol 1972. Mae'n rhoi eu heffaith i gynigion y Comisiwn Ffiniau Llywodraeth Leol i Gymru (“y Comisiwn”) a gyflwynodd adroddiad yn Chwefror 2009 ar ei adolygiad o ffiniau cymunedol mewn rhan o Fwrdeistref Sirol Conwy. Argymhellodd adroddiad y Comisiwn newidiadau i ffiniau cymunedau Llandudno a Chonwy a newidiadau canlyniadol i drefniadau etholiadol. Mae'r Gorchymyn hwn yn rhoi eu heffaith i argymhellion y Comisiwn heb eu haddasu.

Mae printiau o'r mapiau sy'n dangos y ffiniau wedi eu hadneuo a gellir eu harchwilio yn ystod oriau swyddfa arferol yn swyddfeydd Cyngor Bwrdeistref Sirol Conwy, Conwy, ac yn swyddfeydd Llywodraeth Cynulliad Cymru (Yr Is-adran Polisi Llywodraeth Leol) ym Mharc Cathays, Caerdydd CF10 3NQ.

Mae Rheoliadau Newidiadau yn Ardaloedd Llywodraeth Leol 1976, y cyfeirir atynt yn erthygl 2 o'r Gorchymyn hwn, yn cynnwys darpariaethau cysylltiedig, canlyniadol, trosiannol ac atodol ynghylch effaith gorchmynion megis y Gorchymyn hwn a gweithredu'r gorchmynion hynny.
