These Regulations implement in Wales the provisions of Council Directive 92/119/EEC introducing general Community measures for the control of certain animal diseases and specific measures relating to swine vesicular disease (OJ No. L 62, 15.3.1993, p. 69) in so far as that Directive controls swine vesicular disease and Council Directive 2007/10/EC (OJ No. L 63, 1.3.2007, p. 24).
Part 1 is introductory.
Part 2 deals with notification of suspicion of swine vesicular disease.
Part 3 and Schedule 1 deal with premises where swine vesicular disease is suspected or confirmed, or which have been exposed to the virus.
Part 4 deals with slaughterhouses.
Part 5 and Schedule 2 make provision for the establishment of protection, surveillance and movement restriction zones following the confirmation of swine vesicular disease on any premises.
Part 6 prohibits vaccination against swine vesicular disease except in the circumstances set out there.
Part 7 contains provisions relating to inspection and enforcement.
Breach of the Regulations is an offence punishable—
- a
on summary conviction, with a fine not exceeding the statutory maximum, imprisonment for a term not exceeding three months or both, or
- b
on conviction on indictment, with a fine or imprisonment for a term not exceeding six months or both.
They are enforced by the local authority.
