Mae'n ofynnol i awdurdodau lleol yng Nghymru gan adran 2(2) o Ddeddf Llywodraeth Leol a Thai 1989 baratoi a chynnal rhestr o swyddi y mae cyfradd y cydnabyddiaethau ariannol blynyddol mewn perthynas â hwy yn £19,500 neu'n fwy na hynny neu'n swm uwch a bennir neu a benderfynir o dan reoliadau a wneir gan Weinidogion Cymru.
Mae'r Rheoliadau hyn, sy'n gymwys i Gymru, yn darparu mai'r swm uwch hwnnw yw'r swm a bennir o dro i dro gan y Cyd-gyngor Cenedlaethol ar gyfer Gwasanaethau Llywodraeth Leol fel yr un sy'n gymwys i bwynt 49 ar y golofn gyflog ar eu graddfeydd cyflog ar gyfer swyddogion llywodraeth leol.
Mae'r Rheoliadau'n dirymu Rheoliadau Llywodraeth Leol (Swyddi dan Gyfyngiadau Gwleidyddol) (Rhif 2) 1990.
