The Welsh Ministers, in exercise of the powers conferred upon the National Assembly for Wales by sections 112 and 210 of the Education Act 20021 and now vested in them2, and having made such arrangements for consultation about the proposals as it considers appropriate in accordance with section 117 of that Act, make the following Regulations:
