Mae'r Gorchymyn hwn yn dirymu ac yn ailddeddfu gyda diwygiadau Orchymyn Pathogenau Anifeiliaid Penodedig 1998 (O. S. 1998/463) fel y mae'n gymwys i Gymru.

Y prif newid yw darparu ar gyfer pwerau ychwanegol i arolygwyr (Atodlen 2).

Fel yn y Gorchymyn blaenorol, mae'n darparu ei bod yn ofynnol cael trwydded oddi wrth Weinidogion Cymru i feddu ar bathogen anifail a bennir yn Rhan 1 o Atodlen 1 neu i gyflwyno i anifail bathogen anifail a bennir yn Rhannau 1 a 2 o'r Atodlen honno.
