9.  Caniateir i awdurdod stryd ddidynnu o'r cosbau penodedig a dderbynnir o dan Atodlen 4B i Ddeddf 1991, y costau rhesymol am weithredu'r cynllun y telir hwy oddi tano, a rhaid iddo ddefnyddio'r enillion net at ddibenion datblygu neu roi ar waith bolisïau ar gyfer hybu ac annog cyfleusterau a gwasanaethau trafnidiaeth sy'n ddiogel, yn integredig, yn effeithiol ac yn economaidd i'w ardal, o'i ardal ac yn ei ardal.
