RHAN 3Penderfynu pan fydd gormodiant uwchlaw trothwyon asesu
1. Rhaid i ormodiannau uwchlaw'r trothwyon asesu uchaf ac isaf gael eu penderfynu ar sail crynodiadau dros y pum mlynedd blaenorol pan fo data digonol ar gael. Bernir bod gormodiant uwchlaw trothwy asesu os yw wedi bod uwchlaw yn ystod o leiaf tair blynedd ar wahân allan o'r bum mlynedd blaenorol.
2. Pan fo llai na phum mlynedd o ddata ar gael, caiff ymgyrchoedd mesuriadau a gynhelir am gyfnodau byr yn ystod y flwyddyn ac mewn lleoliadau sy'n debygol o fod yn nodweddiadol o'r crynodiadau uchaf gael eu cyfuno gyda'r canlyniadau a gafwyd oddi wrth restri o ollyngiadau a gwaith modelu i benderfynu ar ormodiant uwchlaw'r trothwyon asesu uchaf ac isaf.
