Mae Gweinidogion Cymru, drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adrannau 408, 563 a 569(4) a (5) o Ddeddf Addysg 1996(1) ac sydd bellach wedi'u breinio ynddynt hwy(2) ac ar ôl ymgynghori â'r personau hynny yr oedd ymgynghori â hwy yn ymddangos yn ddymunol i Weinidogion Cymru yn unol ag adran 408(5) o Ddeddf Addysg 1996, yn gwneud y Rheoliadau canlynol.
