Mae Gweinidogion Cymru yn gwneud y Rheoliadau canlynol drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adrannau 60, 140(4) a 143(1) a (2), o Ddeddf Cyllid Llywodraeth Leol 1988 a pharagraffau 4 a 6 o Atodlen 8 iddi(1).

Cafodd y pwerau hyn eu datganoli, o ran Cymru, i Gynulliad Cenedlaethol Cymru gan Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672), gweler y cyfeiriad at Ddeddf Cyllid Llywodraeth Leol 1988 yn Atodlen 1.
