Mae Gweinidogion Cymru(1), drwy arfer y pwerau a roddwyd i Gynulliad Cenedlaethol Cymru gan baragraff 4(2) o Atodlen 11 i Ddeddf Cyfunddaliad a Diwygio Cyfraith Lesddaliad 2002(2) ac adran 26 o Ddeddf yr Iaith Gymraeg 1993(3) ac sydd bellach wedi'u breinio ynddynt hwy, yn gwneud y Rheoliadau canlynol:

Mae'r pwerau a roddir gan baragraff 4(2) o Atodlen 11 i Ddeddf Cyfunddaliad a Diwygio Cyfraith Lesddaliad 2002 (p.15) yn arferadwy gan yr awdurdod gwladol priodol. Diffinnir “Appropriate national authority” yn adran 179(1) o'r Ddeddf honno a'i ystyr o ran Cymru yw Cynulliad Cenedlaethol Cymru. Yn rhinwedd adran 162 o Ddeddf Llywodraeth Cymru 2006 (c. 32), a pharagraff 30 o Atodlen 11 iddi mae'r swyddogaethau hynny bellach yn arferadwy gan Weinidogion Cymru.
