Mae Gweinidogion Cymru, drwy arfer y pwerau a roddwyd gan adran 181 o Deddf Cyfunddaliad a Diwygio Cyfraith Lesddaliad 2002(1) i Gynulliad Cenedlaethol Cymru ac a freiniwyd bellach ynddynt hwy(2), yn gwneud y Gorchymyn canlynol:

Mae'r pwerau a roddir gan adran 181 o Ddeddf Cyfunddaliad a Diwygio Cyfraith Lesddaliad 2002 (c. 15) yn arferadwy gan yr awdurdod priodol. Caiff “Appropriate authority” ei ddiffinio yn adran 181(4) o'r Ddeddf honno a'i ystyr, o ran unrhyw ddarpariaeth yn Rhan 2 o'r Ddeddf honno, yw Cynulliad Cenedlaethol Cymru o ran Cymru. Mae'r pwer hwnnw bellach wedi'i freinio yng Ngweinidogion Cymru yn rhinwedd adran 162 o Deddf Llywodraeth Cymru 2006 (p.32), a pharagraff 30 o Atodlen 11 iddi.
