Mae'r Rheoliadau hyn yn pennu cynnwys y crynodeb o hawliau a rhwymedigaethau tenantiaid sy'n ymwneud â thaliadau gwasanaeth y mae'n rhaid iddo fynd gydag unrhyw hawliad am daliadau o'r fath a wneir gan landlord o dan adran 21B o Ddeddf Landlord a Thenant 1985. Mae'r Rheoliadau hefyd yn gwneud darpariaeth ar gyfer mân faterion o ran ffurf y crynodeb.

Mae Rheoliad 4 yn gwneud darpariaethau trosiannol yn ymwneud â hawliadau am daliadau gwasanaeth a anfonir at denantiaid cyn 30 Tachwedd 2007.
