Mae Gweinidogion Cymru, drwy arfer y pwerau a roddwyd iddynt gan adrannau 2(4) a 2(8) o Ddeddf Safonau Gofal 2000(1), drwy hyn yn gwneud y Rheoliadau canlynol:

2000 p.14. Rhoddir y pwerau i'r “appropriate Minister”. Ystyr “Appropriate Minister” o ran Cymru yw'r Cynulliad: gweler adran 121(1) o'r Ddeddf. Trosglwyddir y pwerau i Weinidogion Cymru gan adran 162 a pharagraff 30 o atodlen 11 i Ddeddf Llywodraeth Cymru .2006 (P.32).
