Nid oes disgwyl iddynt ddatblygu cynlluniau arunig ar reoli'r rhwydwaith i'w cyflwyno i Weinidogion Cymru, er cydnabod y bydd rhai awdurdodau'n cael hynny'n ddefnyddiol at eu dibenion eu hunain i lunio cynllun o'r fath.
