21.  Pan ddaeth Rhan 2 o'r Ddeddf yn effeithiol gyntaf, y camau cyntaf oedd gosod trefniadau ar gyfer datblygu'r dyletswyddau. Rhoddwyd sylw yn y cyfnod cychwynnol hwn ar p'un oedd awdurdod wedi sefydlu'r trefniadau a'r adolygiad sy'n ofynnol o dan adran 17.
