14. O dan y Ddeddf, penderfyniad yr awdurdodau unigol fydd sut y byddant yn gosod y ddyletswydd o fewn ystod ehangach eu cyfrifoldebau. Er enghraifft, ni ddylai danseilio amcanion yr awdurdod o ran diogelwch ar y ffyrdd. Mewn gwirionedd, dylai awdurdodau gynllunio bod pob traffig yn symud yn hwylus ac yn ddiogel, gan gynnwys cerddwyr a beicwyr.
