Mae'r Rheoliadau hyn yn diwygio Rheoliadau Cynhyrchion sy'n dod o Anifeiliaid (Mewnforion Trydydd Gwledydd) (Cymru) (Diwygio) 2007(O.S. 2007/376 (Cy.36) (“y prif Reoliadau”). Mae'r Rheoliadau hyn yn rhoi effaith i Benderfyniad y Comisiwn 2007/275 (ynghylch rhestrau o anifeiliaid a chynhyrchion fydd yn ddarostyngedig i reolaethau mewn safleoedd arolygu ar y ffin o dan Gyfarwyddeb y Cyngor 91/496 a 97/78/EC) (OJ Rhif L166, 4.5.2007, t. 9).

Mae Penderfyniad y Comisiwn 2007/275/EC yn pennu'r cynhyrchion sy'n dod o anifeiliaid o drydydd gwledydd y bydd y prif Reoliadau a Chyfarwyddeb y Cyngor 97/78/EC (sy'n gosod yr egwyddorion sy'n llywodraethu trefniadaeth gwiriadau milfeddygol ar gynhyrchion sy'n dod i mewn i'r Gymuned o drydydd gwledydd) (OJ Rhif L24, 30.1.98, t. 9) yn gymwys iddynt. Y cynhyrchion yw cig, pysgod (gan gynnwys pysgod cregyn), llaeth, a chynhyrchion sydd wedi'u gwneud o'r rhain, ynghyd â chynhyrchion wy, mêl a chynhyrchion mêl, cynhyrchion bwyd cyfansawdd a nifer fawr o sgil-gynhyrchion anifeiliaid, gan gynnwys casinau, crwyn, esgyrn a gwaed.

Mae Rheoliad 2(2) a (3) yn ymestyn rhychwant y prif Reoliadau i gwmpasu cynhyrchion cyfansawdd.

Ni luniwyd asesiad effaith rheoleiddiol llawn ar gyfer yr offeryn hwn, gan na ragwelir y bydd yr offeryn yn effeithio o gwbl ar y sector breifat na'r sector wirfoddol.
