Mae cyfeiriadau yn y Ddeddf at y term “Welsh Ministers” i gael eu heffaith tan ddiwedd y cyfnod cychwynnol, o fewn ystyr y term hwnnw yn Neddf Llywodraeth Cymru 2006 (p.32), fel cyfeiriadau at Gynulliad Cenedlaethol Cymru, a gyfansoddwyd gan Ddeddf Llywodraeth Cymru 1998 (p.38), yn rhinwedd adran 5 o Ddeddf y Gwasanaeth Iechyd Gwladol (Darpariaethau Canlyniadol) 2006 (p.43) a pharagraff 10 o Atodlen 3 iddi.
