Mae Cynulliad Cenedlaethol Cymru (“y Cynulliad Cenedlaethol”), drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adrannau 31A a 121B o Ddeddf Priffyrdd 1980 (“Deddf 1980”)(1) ac adran 53B o Ddeddf Bywyd Gwyllt a Chefn Gwlad 1981 (“Deddf 1981”)(2), ac sydd bellach yn arferadwy gan y Cynulliad Cenedlaethol(3), drwy hyn yn gwneud y Rheoliadau a ganlyn:

1980 p.66, fel y'i mewnosodwyd yn eu tro gan adran 57 o Ddeddf Cefn Gwlad a Hawliau Tramwy 2000 (p.37), a pharagraffau 4 a 15 o Atodlen 6 iddi.

1981 p.69, fel y'i mewnosodwyd gan adran 51 o Ddeddf Cefn Gwlad a Hawliau Tramwy 2000 a pharagraff 2 o Atodlen 5 iddi.

Mae swyddogaethau'r Ysgrifennydd Gwladol o dan yr adrannau hyn yn arferadwy gan y Cynulliad Cenedlaethol yn rhinwedd erthygl 2 o Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672) ac Atodlen 1 iddo ac adran 99 o Ddeddf Cefn Gwlad a Hawliau Tramwy 2000.
