15. Without prejudice to regulation 22 of the Dairy Products (Hygiene) Regulations 1995(1), no person shall introduce a non-conforming product into Wales from a third country, or a non-conforming product originating in a third country into Wales from elsewhere in the relevant territories unless—
(a)it is a transit product, or
(b)its destination establishment is a warehouse in a free zone, a free warehouse or a customs warehouse approved pursuant to Article 12(4)(b) of Directive 97/78/EC, or a ships' store complying with Article 13 of Directive 97/78/EC, located (in each case) outside the United Kingdom.
