Mae Cynulliad Cenedlaethol Cymru (“y Cynulliad Cenedlaethol”), gan arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adran 303A(5) o Ddeddf Cynllunio Gwlad a Thref 1990(1) (“y Ddeddf”) ac sydd bellach yn arferadwy, mewn perthynas â Chymru, gan y Cynulliad Cenedlaethol(2), drwy hyn yn gwneud y Rheoliadau a ganlyn:

1990 p.8. Mewnosodwyd adran 303A o Ddeddf Cynllunio Gwlad a Thref 1990 gan adran 1 o Ddeddf Cynllunio Gwlad a Thref (Costau Ymchwiliadau etc.) 1995 (p.49). Gweler adran 336(1) o Ddeddf 1990 i gael y diffiniad o “prescribed”.

Trosglwyddwyd swyddogaethau'r Ysgrifennydd Gwladol o dan yr adrannau perthnasol i'r Cynulliad Cenedlaethol, i'r graddau y maent yn arferadwy mewn perthynas â Chymru, gan Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672) ac y maent bellach yn arferadwy gan y Cynulliad Cenedlaethol yn rhinwedd Gorchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 2000 (O.S. 2000/253) (Cy.5), erthygl 4; gweler y cofnod am Ddeddf Cynllunio Gwlad a Thref 1990 (p.8) yn Atodlen 3 i Orchymyn 2000.
