Mae'r Rheoliadau hyn yn gymwys o ran Cymru yn unig, ac maent yn diwygio ymhellach Reoliadau Diogewlch Bwyd (Hylendid Bwyd yn Gyffredinol) 1995 (O.S. 1995/1763 fel y'i diwygiwyd eisoes) sy'n gymwys i Brydain Fawr gyfan.

Mae'r Rheoliadau hyn yn gweithredu Cyfarwyddeb y Comisiwn 2004/4/EC. Mae'r gyfarwyddeb honno'n diwygio Cyfarwyddeb 96/3/EC. Mae'r gyfarwyddeb honno'n caniatáu rhanddirymu darpariaethau penodol o Gyfarwyddeb y Cyngor 93/43/EEC sy'n ymwneud â hylendid deunyddiau bwyd o ran swmpgludo olew a braster hylif dros y môr (OJ Rhif L15, 22.1.2004, t.25) drwy roi diffiniad diwygiedig o'r ymadrodd “list of acceptable previous cargoes for liquid oils or fats” yn lle'r diffiniad presennol o'r ymadrodd hwnnw yn rheoliad 2(1) o Reoliadau Diogelwch Bwyd (Hylendid Bwyd yn Gyffredinol) 1995 (rheoliad 2(2)). Mae'r diffiniad diwygiedig bellach yn cyfeirio at y rhestr a roddir yn yr Atodiad i Gyfarwyddeb y Comisiwn 96/3/EC (OJ Rhif L21, 27.1.96, t.42) fel y'i disodlwyd gan Gyfarwyddeb y Comisiwn 2004/4/EC.

O ran olew a braster hylif sydd i'w prosesu ac a fwriedir i'w bwyta gan bobl neu sy'n debygol o gael eu bwyta gan bobl, mae Pennod IV o Atodlen 1 i Reoliadau Diogelwch Bwyd (Hylendid Bwyd yn Gyffredinol) 1995 yn darparu bod caniatâd i swmpgludo hwnnw ar longau mordwyol mewn tanciau nas cedwir at gludo deunyddiau bwyd yn unig os yw nifer benodol o lwythi blaenorol a gludwyd yn y tanciau i gyd o'r “list of acceptable previous cargoes for liquid oils or fats” fel y'i diffiniwyd yn rheoliad 2(1) o'r Rheoliadau hynny.

Mae arfarniad rheoliadol wedi baratoi ar gyfer y Rheoliadau hyn a'i roi yn llyfrgell Cynulliad Cenedlaethol Cymru ynghyd â Nodyn Trosi. Gellir cael copïau gan yr Asiantaeth Safonau Bwyd, Llawr 11, Southgate House, Wood Street, Caerdydd, CF10 1EW.
