3.—(1) The Council, having been designated in accordance with the Regulations, is to have the function of considering applications and granting authorisations to practice the profession of school teacher in Wales for the purpose of the Directive.
(2) The Council is to give advice and information to the public about the requirements for recognition in Wales of teaching qualifications obtained in a relevant state.
