In article 2 omit the definition of “the Council”.

in paragraph (1) for “consent of the Council” substitute “consent of the Assembly”;

in paragraph (3) for “by the Council” substitute “by the Assembly”.

for paragraph (2)(a) substitute—
a
property acquired or enhanced in value wholly or partly by means of financial assistance provided by:

the Assembly under section 34 of the Learning and Skills Act 2000 from 1 April 2006;
ii
the National Council for Education and Training for Wales under section 34 of the Learning and Skills Act between 1 April 2001 and 31 March 2006;
iii
the Further Education Funding Council for Wales under section 5 of the Further and Higher Education Act 1992 before 1 April 2001.
