14.  Pan fo cais am gydsyniad y gwrthrych yn cael ei wrthod neu pan na ellir ei gael o dan reoliad 12 neu pan fo feto yn gymwys o dan reoliad 13, ni fydd dim yn y rheoliadau hynny yn atal yr asiantaeth rhag datgelu unrhyw wybodaeth am y gwrthrych nad yw'n wybodaeth adnabod ond sy'n wybodaeth y mae'r asiantaeth yn barnu ei bod yn briodol ei datgelu i'r person a fabwysiadwyd neu'r perthynas a wnaeth y cais.
