The National Assembly for Wales in exercise of the powers conferred by sections 26(1) to (2B), 59(4)(a) and (5) and 104(4) of the Children Act 1989(1) and sections 9(1)(a), 11(1)(b), 27(3), 45(1) and (2), 53, 54 and 140(7) and (8) and 142(4) and (5) of the Adoption and Children Act 2002(2) hereby makes the following Regulations:
