For the purpose of determining whether seed satisfies the applicable germination standard set out in column 2 of the germination table —

a

any fresh and healthy seed which does not germinate after pre-treatment shall be regarded as seed which has germinated, and

b

any hard seed present not exceeding the amount shown in column 3 of the table shall be regarded as seed which is capable of germination.
