19.  Rhaid i'r milfeddyg swyddogol beidio ag awdurdodi rhyddhau anifeiliaid o ganolfan gwarantîn na safle arolygu ar y ffin oni chaiff ei fodloni bod y ffioedd am yr holl wiriadau milfeddygol y codir tâl amdanynt wedi'u talu, a phan fo'n berthnasol, bod blaendal sy'n talu unrhyw gostau y darperir ar eu cyfer yn Erthygl 9(1)(a), 9(2), ail a thrydydd paragraff indent Erthygl 10(1), Erthygl 10(6) ac Erthygl 12(2) o Gyfarwyddeb y Cyngor 91/496/EEC wedi'i adneuo.
