Disodli swyddogaethau a rhwymedigaethau'r awdurdod cyfrifol
9.—(1) Ac eithrio'r hyn a ddarperir gan baragraff (2), ni fydd y ffaith bod awdurdod cyfrifol yn gwneud taliad uniongyrchol yn effeithio ar ei swyddogaethau o ran darparu'r gwasanaeth, o dan y deddfiad perthnasol, y mae'r taliad yn ymwneud ag ef.
(2) Os bydd yr awdurdod cyfrifol yn gwneud taliad uniongyrchol, ni fydd o dan unrhyw rwymedigaeth o ran y darparu'r gwasanaeth o dan y deddfiad perthnasol y mae'r taliad yn ymwneud ag ef cyhyd â'i fod yn fodlon fod yr angen sy'n galw am ddarparu'r gwasanaeth yn dod o drefniadau'r talai ei hun.
(3) Ym mharagraff (1) a (2), mae cyfeiriadau at ddeddfiad perthnasol, mewn perthynas â darparu gwasanaeth, yn gyfeiriad at ddeddfiad y byddai'r gwasanaeth yn cael ei darparu odano heblaw am y Rheoliadau hyn.
