The National Assembly for Wales makes the following Regulations in exercise of the powers given to the Secretary of State by sections 140(4) and 143(1) and (2) of, and paragraphs 4 and 6 of Schedule 8 to, the Local Government Finance Act 1988(1) which are now vested in the National Assembly for Wales so far as exercisable in Wales(2):
