Rheoliadau Cyllidebau AALl, Cyllidebau Ysgolion a Chyllidebau Ysgolion Unigol (Cymru) 2003

Cyn i'r darpariaethau newydd a gynhwysir yn Neddf Addysg 2002 ddod i rym yr oedd yn ofynnol i awdurdodau addysg lleol ddyrannu gwariant i ddwy gyllideb — (adran 46 o Ddeddf Safonau a Fframwaith Ysgolion 1998):

  • cyllideb ysgolion lleol (LSB)

  • cyllideb ysgolion unigol (ISB)

Mae rhan 2 o Reoliadau Cyllido Ysgolion a Gynhelir 1999 ac Atodlen 2 iddynt (Rheoliadau 1999) yn diffinio LSB ac ISB.

Mae adran 45A o Ddeddf 1998 fel y'i mewnosodwyd gan adran 41(1) o Ddeddf Addysg 2002 (sy'n disodli'r hen adran 46 a ddiddymir gan Ddeddf 2002) yn awr yn ei gwneud yn ofynnol i awdurdodau addysg lleol ddyrannu gwariant yn dair cyllideb:

  • Cyllideb yr AALl

  • Cyllideb ysgolion

  • Cyllideb ysgolion unigol

Pennir categorïau cyllideb newydd yr AALl, cyllideb ysgolion a chyllideb ysgolion unigolion yn y rheoliadau hyn ac maent yn disodli Rhan II o Atodlen 2 i Reoliadau 1999.

Mae'r rheoliadau hyn yn rhagnodi'r gwariant sy'n llunio cyllideb awdurdod addysg lleol a chyllideb ysgolion ar gyfer blynyddoedd ariannol sy'n dechrau ar neu ar ôl 1 Ebrill 2004.

Disgrifir dosbarthiadau neu ddisgrifiadau o'r gwariant cynlluniedig sy'n llunio cyllideb yr AALl yn rheoliad 5 ac yn Atodlen 1. Disgrifir y gyllideb ysgolion yn rheoliad 4.

Mae Atodlen 2 yn pennu natur y gwariant cynlluniedig y caiff awdurdod addysg lleol ei ddidynnu o'i gyllideb ysgolion mewn blwyddyn ariannol er mwyn gweld ei gyllideb ysgolion unigol ar gyfer y flwyddyn ariannol honno. Cyllideb ysgolion unigol awdurdod yw'r swm a rennir rhwng yr ysgolion a gynhelir ganddo ar ffurf cyfrannau cyllideb ar gyfer pob ysgol.

Mae rheoliad 3 yn dirymu rhannau perthnasol Rheoliadau 1999.
