Mae'r Gorchymyn hwn yn diwygio Erthygl 3 a Rhan II o'r Atodlen i Orchymyn Cynulliad Cenedlaethol Cymru (Taliadau Swyddogion Canlyniadau) 2002 (“Gorchymyn 2002”), a ddaeth i rym ar 1 Ionawr 2003.
O dan erthygl 21(1) o Orchymyn Cynulliad Cenedlaethol Cymru (Cynrychiolaeth y Bobl) 2003 (“Gorchymyn 2003”) mae hawl swyddog canlyniadau mewn etholiad Cynulliad Cenedlaethol Cymru i adennill costau mewn perthynas â gwasanaethau neu dreuliau'r person hwnnw o ran neu mewn cysylltiad ag etholiad o'r fath yn dibynnu ar y canlynol, sef —
(a)bod y gwasanaethau neu'r treuliau yn rhai o'r math a nodir mewn Gorchymyn o dan y ddarpariaeth honno,
(b)bod y gwasanaethau yn cael eu darparu'n briodol a bod y treuliau yn rhai sy'n cael eu tynnu'n briodol, ac
(c)bod y taliadau mewn perthynas â hwy yn rhesymol.
Gwneir y Gorchymyn hwn o dan Erthygl 21(1) a (2) o Orchymyn 2003.
Mewnosodir paragraff newydd, sef Paragraff 6A, yn Rhan II o'r Atodlen i Orchymyn 2002, ac mae'n caniatáu i daliad gael ei wneud i swyddog canlyniadau mewn cysylltiad â hyfforddi swyddogion llywyddu i gyflawni dyletswyddau pleidleisio ar ddiwrnod etholiad.
