Mae Cynulliad Cenedlaethol Cymru, gan ei fod wedi'i ddynodi(1) at ddibenion adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972(2) mewn perthynas â rheoli a rheoleiddio gollwng yn fwriadol organeddau sydd wedi'u haddasu'n enetig, drwy arfer y pwerau a roddwyd iddo gan yr adran 2(2) honno a chan adrannau 106(4) a (5), 107(8), 111(1), (4), (5), (7) ac (11), 122(1) a (4), 123(7), a 126(1) o Ddeddf Diogelu'r Amgylchedd 1990(3), ac ar ôl ymgynghori â'r Asiantaeth Safonau Bwyd yn unol ag adran 126(5) o'r Ddeddf honno a phob pŵ er arall sy'n ei alluogi yn y cyswllt hwnnw, drwy hyn yn gwneud y Rheoliadau canlynol:—
