Yr Awdurdod Lleol i orfodi'r Gorchymyn

11.—(1) Yn ddarostyngedig i baragraff (2), rhaid i ddarpariaethau'r Gorchymyn hwn gael eu gweithredu a'u gorfodi gan yr awdurdod lleol.

(2) Caiff Cynulliad Cenedlaethol Cymru gyfarwyddo, mewn perthynas ag achosion o ddisgrifiad penodol, neu mewn perthynas ag achos penodol, naill ai bod rhaid i'r Gorchymyn hwn gael ei weithredu a'i orfodi ganddo ef ac nid gan yr awdurdod lleol neu fod rhaid i'r Gorchymyn hwn gael ei weithredu a'i orfodi ar y cyd ganddo ef a chan yr awdurdod lleol.
