The National Assembly for Wales, in exercise of the powers conferred upon it by sections 79C, 79E and 104(4) of the Children Act 1989(1) hereby makes the following Regulations:

1989 c. 41; sections 79C and 79E were inserted by section 79 of the Care Standards Act 2000 (c. 14). The powers are exercisable by the appropriate Minister, who is defined in section 121(1) of the Care Standards Act, in relation to Wales as the National Assembly. See section 121(1) for the definitions of “prescribed” and “regulations”.
